UN envoy announces resumption of intra-Libyan negotiations

The UN Support Mission in Libya (UNSMIL) announced on Saturday the resumption of inclusive political and military negotiations within Libya.

A statement published on the UN website said that the aim of the resumption of the Libyan Political Dialogue Forum (LPDF) will be to "generate consensus on a unified and joint government structure" that will lead to early national elections to restore Libya's sovereignty. and the democratic legitimacy of Libyan institutions.

"LPDF participants will come key Libyan constituents, based on the principles of fair inclusion, geographic, ethnic, political, tribal and social representation and with a firm commitment to the meaningful participation of Libyan women and young people," according to declaration.

UNSMIL confirmed that it will endeavor to ensure broad consultation, transparency and a rights-based approach during this "led and owned by Libya" process.

"Responding to the recommendation received the vast majority of Libyan constituents, UNSMIL made it a requirement for LPDF participants to withdraw political and sovereign positions in any new executive agreement and to meet in good faith, with a cooperative spirit and solidarity in the interest nation and refrain using hate speech and inciting violence, "the statement said.

He also called for a complete suspension of all military maneuvers and reinforcements to allow for an agreement on a lasting ceasefire, including a demilitarized zone in central Libya, as well as to create the space for constructive political discussions.

"The United Nations has called on all Libyans to make the most of this window of opportunity to restore lasting peace, security, prosperity, human rights and responsibility for the Libyan people who have endured years of prolonged conflict and political fragmentation," according to the document. .

According to the statement, the LPDF will be carried out according to a hybrid formula through a series of virtual sessions and also face-to-face meetings, due to the ongoing COVID-19 pandemic.

Amid escalating violence and political division, Libya has struggled to make a democratic transition since the fall of the late leader Muammar Gaddafi in 2011.

The country has since been subjected to an escalation of violence and chaos. The situation worsened in 2014, dividing power between the UN-backed Government of National Agreement, based in Tripoli and the House of Representatives allied with the Libyan National Army, based in the east led by Khalifa Haftar.
